Impuls 25: Promoting Visibility of Competences – the EXEMPLO Toolkit for SMEs

Abstract:
With business relations increasingly internationalising and the transnational mobility of employees growing, the need for informative instruments enabling the documentation and recognition of competences on a Europe-wide basis has been growing. As the number of people with skills acquired outside formal structures keeps rising, it has become essential to ensure the transparency of non-formal and informal learning processes. Against this background, under the Leonardo da Vinci programme a toolkit has been developed that aims at assisting SMEs and their staff members to document and assess professional competences acquired in an non-formal and informal way. The present publication gives an insight into the development process, describes the experience with the use of the EXEMPLO toolkit in the countries involved and provides SMEs with numerous practical recommendations for both the determination and the promotion of the potentials of employees and applicants.

EXEMPLO-Toolkit

This comprehensive overview contains the tools for the assessment of non-formally acquired competences piloted in the Exemplo project. They are amenable to adaption to different companiesīneeds and to the cultural background of various countries. They are based on experiences gained in transnational collaboration between European specialists in the Leonardo project EXEMPLO. The EXEMPLO Toolkit is provided in different languages.

Classification of instruments

To support the selection of suitable competence assessment instruments EXEMPLO partners agreed on a common scheme. This grid for description of instruments allows identifying strengths and weaknesses of the suggested instruments and supports the establishment of a comprehensive toolkit.

Instruments for competence assessment provided by partners

"Stimulating and supporting Learning Processes at work"
This instrument sees self-evaluation of employees as a core element of non-formal and informal learning in the workplace. The guideline for training consultants aims at promoting self organised learning processes in companies. The instrument has been developed and provided by bfz (DE).

Transparency of competencies (TC)
This instrument aims at assessing the transfer of qualifications to the workplace and to provide transparency on actual competencies of an employee. Qualifications might be acquired both in traditional seminars or in informal learning processes. The instrument has been provided by bfz [DE].

Competence Card for workplace
The instrument aims at supporting individuals in getting documentation of their knowledge, skills and competencies focusing on the workplace; at the same time it provides companies a better overview in their human resources as a base of successful competence development strategies. This instrument has been provided by the Norwegian partner VOX.

Integrated Training on the Workplace [Formation intégrée au travail FIT]
The FIT methodology is both: - a consultancy path, which aims at accompanying the firm in the process of organisatorical changes, and - a innovative approach in training, which aims at developing currently acquired competencies. The FIT instruments have been provided by the French Exemplo-team.

This instrument supports companies in investigating knowledge, skills and competencies of their staff and to create a staff development matrix based on these results. This instrument has been provided by the Polish Exemplo-team.

EXEMPLO training process
The outcomes gained form the piloting phase in different countries have been taken into account for designing a comprehensive tool for promoting ans assessing training in SMEs. Elements of various tools - especially of RAPRA, Competence Card for Workplace and Transparency of Competences have been implemented into the "EXEMPLO training process".
